Mission: The National Network of Sector Partners (NNSP), an initiative of the Insight Center for Community Economic Development, promotes the use of sector initiatives and strategies that support them in order to improve employment and economic opportunities for low-income individuals, families, and communities, to strengthen industry sectors that are important to regional labor markets, and to increase regional economic vitality. Our goals are to: Expand the commitment of public and private resources to industry-specific workforce development; Achieve the enactment of supportive public policy; Raise awareness about the benefits of sector initiatives; Increase the quality, capacity, and number of sector initiatives; Provide information and resources to those working in the sector field.

National-network-of-sector-partners-nnsp Story: What is the National Network of Sector Partners?

The National Network of Sector Partners (NNSP), an initiative of the Insight Center for Community Economic Development, is a nation-wide membership organization dedicated to promoting and increasing support for sector initiatives. Sector initiatives are regional, industry-focused approaches to workforce and economic development that improve access to good jobs and/or increase job quality in ways that strengthen an industry’s workforce. Their vision is that, as a result of investment in sector initiatives, regional economies will have good jobs and plentiful advancement opportunities, all people will have access to these jobs and opportunities, industry sectors important to those regions will provide them, and all communities will share in the resulting economic vitality. NNSP’s members include sector initiative leaders, policy makers, researchers, business, labor, funders, and supporters. Although the staff they have is very good, it is under-staffed and sometimes have not had the bandwidth to do good follow-up.

I'd like to see them provide more technical assistance to states that are struggling to develop sector strategies. While being 'in the field' requires a huge commitment of staff resources, the benefits are great.

With increased resources they might, in turn, make their own tools and resources more easily and broadly accessible for use. They can be a little more deliberate about bringing in new, innovative practitioners and approaches. They are progressive but workforce development is a very fluid field and they might think forward.

They need more of a DC presence and could develop more regional field staff to better keep up with technical assistance demands from practitioners.

Jack Mills
Director
Jack Mills joined the Insight Center in 2005 as the Senior Program Manager for Sector Programs and was promoted to Director of NNSP in 2006. NNSP, a program of the Insight Center, is a national membership organization and learning community for sector program leaders, policy-makers, funders, researchers, and supporters. Jack guides NNSP’s efforts to improve employment for low-income individuals and other workers, and benefit the industries in which they work, through the use of sector initiatives. He has been the senior adviser on projects that have established a sector initiative in post-Katrina New Orleans, developed regional workforce-funding collaborative, and increased state policy support and financing for sector initiatives in 11 states. Jack is nationally recognized in the field of workforce development, with over 18 years of experience. He has authored or co-authored publications including Building Skills, Increasing Economic Vitality: A Handbook for State Policy Makers; Filling America’s Jobs: How Businesses Can Implement Sector Workforce Development Strategies for Jobs and Economic Growth; Opportunity in Tough Times: Promoting Advancement for Low-Wage Workers; and Sector Initiatives for Colorado’s Long-Term Care Industry. Prior to joining the Insight Center, Jack held senior positions in consulting, nonprofit organizations, and government, including Jobs for the Future, the City of Cambridge's Office of Workforce Development, and the Massachusetts Department of Mental Health’s Metro-Boston office. Jack organized workers to expand access to construction jobs, and organized his community to end a wave of arson for profit and to replace hundreds of burned, abandoned apartments with affordable housing. Jack received his B.A., cum laude, from Harvard College, and his M.P.A. from Harvard's Kennedy School of Government.
