Story:
Over the past two decades, spending on corrections has jumped from $11 billion to more than $50 billion. It's the second fastest growing state budget category behind Medicaid–and one out every 100 adults is now behind bars. But for all of this spending, we are not getting an adequate return in terms of public safety.
In 2006, the Pew Center on the States launched the Public Safety Performance Project to help states advance fiscally sound, data-driven policies and practices in sentencing and corrections that protect public safety, hold offenders accountable and control corrections costs.

Great work in recent years on convincing state governments to downsize prison populations. Some of the best policy work done in the US.
N
PPSP is having a tremendous impact in conservative states, getting buy-in from state legislatures and the governor, and doing the kind of cost data analysis that is required to convince conservatives to cut corrections budgets. They are able to then marshal political will to put forth reform bills.

Well-Respected and Influential Organization |
N
Pew Charitable Trust has been successful because of its issue expertise, its capacity to appeal to bi-partisan stakeholders, and its research-based nature. They work an "inside game" to reform criminal justice system by engaging criminal justice professionals to support change from within.
O
This group is perceived as unbiased, evidenced by their research being frequently cited by groups across the political spectrum. They are also timely, as they've gone after the mass incarceration issue at a time when it has some traction with conservatives.
Effective Outreach |
O
They have good outreach and good materials.
High Credibility |
N
The fact that they are primarily a research outfit gives them cover as a non-advocacy group.

May Harm Other Efforts |
N
Sometimes campaigns from national groups working in states can intentionally limit their involvement to a time frame that may not allow for momentum to build or implementation to occur.
Focus More on Solutions |
O
They could use greater leadership on solutions.
More Collaboration with Local Organizations |
N
PSPP keeps advocacy groups that have been a part of the criminal justice reform scene locally out of the process, and this is often to the detriment of implementation of reforms.
N
They need to get better about developing relationships with groups on the ground in the states they work and figure out how their work leaves lasting infrastructure.
Expand Research |
O
They could expand their research in the area of collateral costs of incarceration.
O
They could take a broader view of corrections.
