National-committee-for-the-prevention-of-elder-abuse-ncpea Story: NCPEA filed the following testimony for the Senate Special Committee on Aging Hearing on March 2, 2011 to show that elder abuse is a systemic issue in the United States and that the resources available to seniors are scarce and hard to access: An 83-year old widow in Ft. Worth with a history of success in business, substantial assets, and her affairs in order so that a guardianship should not become necessary if she becomes incapacitated, is being subjected to a temporary guardianship sought by nieces and nephews who will inherit the estate when she dies. She has statements from two MDs that she has capacity, but a third MD found impairments based on cursory testing that he did not perform himself. The temporary guardianship of her estate has frozen her assets and made her unable to conduct her affairs. Contesting the guardianship has cost her $60,000 in legal fees already, and will cost much more in the long run. In the meantime, the stress of the court action is affecting her health and putting her at greater risk than she was before.

Diverse and Comprehensive Approach

NCPEA has effectively generated meaningful collaboration among researchers, practitioners, educators, and advocates from diverse disciplines to advance the field of elder abuse prevention. The tangible outcomes of these efforts are practice-focused studies that can guide practice and demonstrate needs and promising practices to funders, policy-makers, etc. The organization was instrumental in starting the Journal of Elder Abuse & Neglect, the only journal of its kind in the U.S. and the Elder Justice Coalition, the only association that actively works for passage of critical legislation for elder abuse.

Bettye Mitchell
President
Bettye Mitchell is a nationally recognized for her expertise in aging, protective services, elder abuse, leadership, training, program development, and cultural diversity. She has proven leadership in designing and managing large complex programs and strategic planning. She is a dynamic, results-oriented executive who can coordinate efforts of consumers, advocacy groups, service providers, and state and federal agencies to improve the lives of persons growing older and with disabilities. Ms. Mitchell has extensive knowledge of state and federal regulations regarding the delivery and regulation of long term care and adult protective services. Ms. Mitchell currently serves as CEO of Life Span Care Consulting Group, a company which provides training in the field of leadership development, management, aging, disability, community and long term care, and cultural diversity. Ms. Mitchell is an experience trainer of more than twenty five years and has trained extensively throughout the United States of America, developing the Texas Adult Protective Services training program and later served as the Director of Training for the Texas Department of Protective and Regulatory Services. She is a trained mediator. Ms. Mitchell currently contracts with the Texas Protective Service Training Institute for the Department of Families and Protective Services providing training in the areas of Diversity and Leadership Development. Ms Mitchell served as the Director for the Adult Protective Services Program for the State of Texas from 1996-2002. Ms. Mitchell is the former Deputy Commissioner for Long Term Care with the Texas Department of Human Services from 2002 -2005. Ms. Mitchell successfully provided leadership for the over 60 long term care programs with budgets in excess of $3.8 billion dollars serving over 300,000 persons annually within the State of Texas. Ms. Mitchell is the proud recipient of the National Adult Protective Services (NAPSA) Joanne Otto award. She is a former President Elect of NAPSA and currently serves as President- Elect of the National Committee of Elder Abuse (NCPEA) after serving as the Educational Chair of NCPEA. She is retired from the State of Texas after 28 years of service.
