Mission: The Mayor's Alliance for NYC's Animals is working toward the day when no NYC dog or cat of reasonable health and temperament is killed merely because he or she does not have a home. Our goal is to make NYC a no-kill community by 2015 and to sustain that success. To achieve this goal, the Alliance, a 501(c)(3) not-for-profit corporation, has formed a public-private partnership with the City of New York (100% privately funded) to develop creative solutions to deal with issues of animal care and control in New York City. We have united 150+ not-for-profit animal care groups, small and large, already working effectively to place NYC's dogs and cats. These groups range from the ASPCA, a founding member and major supporter of the Alliance, to all-volunteer, neighborhood-based groups. In accordance with our 10-year strategic plan, we continue to help these groups work to their highest potential, while also implementing key initiatives to both support the efforts of these groups and achieve our overall mission. Among our key initiatives are (i) Wheels of Hope for NYC's Homeless Pets, our transport program (driving dogs and cats from Animal Care & Control of NYC (AC&C), our city shelters, to the no-kill groups participating in the Alliance); (ii) the Picasso Veterinary Fund (helping to pay for life-saving vet care for homeless pets taken in by our city shelters); and (iii) the New York City Feral Cat Initiative (working via the humane method of Trap-Neuter-Return to address the feral cat overpopulation crisis in NYC and decrease cat intake and euthanasia at our city shelters).

This is a huge collaboration of animal rescue groups in and around New York City, dealing with the overpopulation of cats and dogs. The biggest impact that this group has locally is lowering the euthanasia of companion animals dramatically. Regionally and even nationally, the impact is showing others that collaborations are possible and practical.

This organization is an umbrella for New York City's shelters and rescues and coordinates the complicated system of animal transfers and adoptions together with the ASPCA and Animal Care and Control. AC&C has a history of difficulties, and the Mayor's Alliance is primarily responsible for its successes and a gradual reduction of needless euthanasia. The Mayor's Alliance model is being replicated to a smaller extent in Los Angeles, and it could be a model for other large US cities.

Jane Hoffman
President and Chair
Jane Hoffman helped found the Mayor's Alliance for NYC's Animals in 2002 and has served as president and chair of the board of directors ever since. The Mayor’s Alliance was created to apply creative, targeted solutions to NYC’s homeless animal crisis. Working pursuant to a 10-Year Strategic Plan (2005-2014), and with 150+ rescue groups and shelters that now participate in the Alliance (ranging from the ASCPA, a founding supporter, to small neighborhood-based rescue groups), we have succeeded in reducing euthanasia at our shelters from 74% of intake to 32.5%. Hoffman is an attorney, formerly with Simpson Thacher and Bartlett, and was in private practice specializing in taxation, executive compensation and estate planning. She was also a senior consultant at Handy Associates, a management consulting firm, working on mergers and acquisitions. In addition to her commitment to the Mayor’s Alliance, Hoffman also is a Founding Member and former Chair of the New York City Bar Association’s Committee on Legal Issues Pertaining to Animals, the first of its kind in the United States. In August of 2007, Hoffman received the inaugural Excellence in the Advancement of Animal Law Award from the American Bar Association (ABA) TIPS section at the ABA Annual Conference held in San Francisco. Hoffman continues to speak extensively around the country on the public/private partnership as a replicable model for bringing together animal welfare groups to develop creative solutions to companion animal overpopulation and animal control issues. She is particularly proud of three major Alliance Initiatives: the Picasso Veterinary Fund, which pays for shelter animal health care so that they needn't be euthanized due to treatable injuries or illnesses, the Wheels of Hope Transport Program, which addresses a need identified by the strategic plan to get animals out of crowded city shelters quickly and safely, and the Feral Cat Initiative, which promotes “trap, neuter and return” as the only efficient and humane way to control the outdoor cat population. A native New Yorker, she has a J.D. from Brooklyn Law School, an M.L.S. from Long Island University and a B.A. from Boston College.
