Erie-county-spca-new-york Story: Founded in 1867, the Erie County SPCA is the nation’s second oldest humane society and is dedicated to the welfare of all animals and the people who love them. Originally founded to protect the many draft animals used to draw the boats on the Erie Canal, the SPCA has grown over its 144 years to become the leader in humane issues in Western New York.

The mission of the SPCA is to create a caring and kind community that encourages fair and humane treatment of all creatures. Our knowledgeable, caring, and open-minded team of staff and volunteers achieves that mission through proactive efforts to address the current status of animals in our community, education of adults and children, rescue and sheltering of animals in need, and placement of animals into appropriate homes.

Today, the SPCA has a staff of more than 100 full-time and part-time employees working in our shelter in Tonawanda and at our offsite adoption center in the Galleria Mall in Cheektowaga. Services include: adoptions/surrenders; animal cruelty/abuse investigations; 24-hour emergency animal rescue service; wildlife rescue, rehabilitation and release; an educational farm and pond habitat; animal lost and found services; “Paws for Love,” a program of nursing home visitation by volunteer four-footed companions; temporary emergency shelter for pets in cases of fire, flood or other emergencies; public information and awareness programs; and humane education curriculum.

The Society for the Prevention of Cruelty to Animals serving Erie County has distinguished itself over the last decade by making tremendous strides in reducing the surplus pet problem -- particularly among cats -- in one of the more impoverished communities in the US. They have done so by carefully assessing the nature of the problem and targeting their efforts and programs in a very strategic manner. They are also acutely aware of the role an animal welfare organization can and should play in the broader issues of neglect, violence and poverty in their community, and they have a history of outreach to the human service community around a variety of collaborative education and victim support programs.

In the second poorest city in the nation (Buffalo), the Erie County Society for the Prevention of Cruelty to Animals has achieved one of the country’s most successful community animal welfare programs. It has increased pet adoptions through its satellite facility in a highly visible mall, and essentially achieved “no-kill” in its shelter. The group has innovative programs such as working with at-risk youth in inner-city neighborhoods, and is one of only three animal shelters in the country that has a wildlife rehabilitation clinic. They have transformed the traditional dog and cat shelter into a community facility that cares for all animals.

Barbara Carr
Executive Director
Barbara S. Carr has been the Executive Director of the SPCA Serving Erie County for eighteen years. She attended the University of New Hampshire, majoring in Interpersonal Communication. Previous to her position at the SPCA, she served as Executive Director of the Cocheco Valley Humane Society in Dover, New Hampshire, was President of the New Hampshire Federation of Humane Societies, and served on the Board of Directors of the New England Federation of Humane Organizations. She was also the Executive Producer of “Humane Perspectives,” winner of a Cable Ace Award for the Best Education Programs.

During her tenure at the SPCA, Ms. Carr has been responsible for: bringing surgery in-house; creating the Whisker Wag’n, the SPCA’s mobile adoption unit; developing the SPCA’s off-site adoption program; developing the Wildlife and Humane Education Departments; implementing a foster care program for young and sick animals; and renovating the dog kennels. In addition, Ms. Carr has served as an advisor to the Humane Society of the United States Companion Animal Division and in 2007 was appointed to a three-year term on the National Federation of Humane Societies’ first-ever board of directors as President.

Ms. Carr is a sought after speaker in the areas of innovative adoption strategies, humane education, and shelter promotions. She has provided seminars to shelters in West Virginia and Ohio. She has lectured as far away as China on the subject of humane education.

Through her vision and leadership the Erie County SPCA has become a recognized force in high standards, innovative programs, and progressive initiatives that have helped animals locally and influenced others in the country to adopt some of these initiatives to help animals in their communities.
