Emancipet-texas Story: For more than 12 years, Emancipet has been committed to providing free and low-cost services to lower income families through our mobile and stationary clinics – where we serve 17,000 pets per year through our spay/neuter clinics and 12,000 per year through our walk-in wellness clinics. All Emancipet programs are based on these three core elements: Affordability: Cost is the number one barrier to veterinary care. Your donations allow us to eliminate this barrier by subsidizing the cost of spay/neuter and vaccinations, making it affordable for needy pet owners. Access: We bring services directly to the pets that need us most – mobile clinics in low-income or rural neighborhoods, door-to-door outreach, and partnerships with agencies like Meals on Wheels allow us to eliminate transportation and geographic barriers. Education: We educate pet owners about pets’ basic needs to help them make the best choices for their pets. We encourage them to take what they learn back to their friends and neighbors to create lasting improvements in animal welfare in their neighborhoods.

Programs

N
Emancipet has brought an abundance of support to the animals and people in our community. They provide low cost veterinary services to people who would otherwise potentially not be able to provide care for their animals. This keeps animals in homes as opposed to increasing the number of animals that wind up homeless and in animal shelters. It also prevents animals from being born into homelessness, thereby stemming the tide of overpopulation. Their outreach efforts reach people who need help effectively.
N
They are helping reduce animal overpopulation by providing spay/neuter surgery for at risk animals.
N
Their leader is strategic. They have shown tremendous growth under the current leadership. The number of animals and families they are serving is not properly recognized in our community. The quality care they provide to their clients is top notch. They work collaboratively with other organizations to help their community and surrounding communities. They provide spay neuter services which make an exponential impact on animal welfare.
N
This is an excellent spay/neuter program.

Innovation

N
Several years ago, Emancipet implemented a very innovative program called Spay Street. This program is now a successful collaboration between the City of Austin and Emancipet and 728 dogs and cats living in Austin neighborhoods with high rates of animal cruelty, neglect, and homelessness, were spayed/neutered, vaccinated, and provided with basic wellness services. These animals would never have seen a veterinarian without these free services. This program helps to reduce the number of pets that end up at the City’s Town Lake Animal Center.

Fundraising

N
Their ability to fundraise for specific causes. There was recently a case of severe hoarding of dogs - over 170 on one property. Emancipet raised all the money necessary to sterilize them.

Reduced Shelter Intake

N
It's very difficult to prove with empirical evidence the impact of spay/neuter clinics; the data is largely inconclusive on their efficacy. However, this organization has done targeted free and low-cost spay/neuter efforts that are statistically demonstrated to reduce shelter intake.

Strong Organizational Structure

O
They provide quality services, leadership, and strong finances.

Target Low Income

N
If this organization targeted all of its surgeries on low income owners and stray animals, it would make a huge difference.

Lobbied Against Lifesaving Reforms

N
This organization has, however, lobbied against lifesaving reforms at Austin's shelter, leaving some local animal-welfare experts with the belief that it sometimes puts its own coffers ahead of saving lives.

Leadership

Amy Mills
Executive Director
Amy Mills is a committed servant leader, “big-picture” strategic thinker, and compassionate, articulate advocate for animals and the people who love them. For Amy, serving as the Executive Director of Emancipet is more than just a job – it is her calling. Emancipet is an innovative social venture on a mission to make high quality spay/neuter and preventive veterinary care affordable and accessible to all pet owners, especially low-income families and those in poverty. As the leader of Emancipet, Amy is fueled by her vision of a future without animal homelessness and suffering, and her unwavering belief that people are fundamentally good and will choose to do good for animals when they can. Before coming to Emancipet in late 2006, Amy held several positions in Austin’s non-profit community. Most recently she served as the Deputy Executive Director of YouthLaunch, developing and managing youth empowerment programs focused on the root causes of social issues. Prior to that she created the successful Financial Aid Saturdays program while working at the Greater Austin Chamber, increasing college access for Austin’s high school seniors. Her first job in the non-profit sector was as a Development Specialist at United Way/Capital Area, and it may be her most influential job to date, as it was where she met her now-husband, Kelly Williams. Amy holds a B.A. from Austin’s St. Edward’s University, and completed the University of Texas’ RGK Center Strategic Management for Non-Profits program. Amy is an alumna of the 2011 Leadership Austin Essential Class and is a member of Impact Austin, a women’s philanthropy group. She is a frequent speaker at conferences, including the Texas Unites for Animals Conference and the Humane Society of the United States’ Animal Care Expo. In early 2011, Amy was named the Animal Advocate of the Year at Ten Thousand Villages’ International Women’s Day celebration.

As Executive Director of Emancipet, it is my joy and privilege to talk to you about our organization. Our community is bound by our compassion for animals and our commitment to ensuring that every pet receives high-quality preventive veterinary care and spay/neuter, regardless of their families’ ability to pay. We are especially excited to be entering a new phase of our development. In the coming months, we’ll begin replicating our clinics in new communities, while we continue to grow the numbers of families we serve here at our home clinics in Central Texas. We’ll need everyone’s help to make our ambitious goals for expansion a success, and I welcome your input and support along the way.
