Minnesota workforce development experts were asked to recommend nonprofit organizations that could be focused on job training, job placement, access to jobs, youth work readiness, small business development and entrepreneurship training for people with lack of access to jobs, job retention/stability, and helping employers invest in their own workforce, etc. These nonprofits might work with various populations: adults wishing to gain additional skills, immigrants, youth (around career education), adults or youth with disabilities, refugees, welfare recipients, elders, homeless people, formerly imprisoned people, businesses, or the community at large. And these nonprofits might focus on different kinds of activities: policy, research, advocacy, direct services, education, technical assistance, social enterprise (nonprofits that run businesses which employ people for job training), etc.
This research was commissioned by the Minnesota Philanthropy Partners, which supports The Saint Paul Foundation, Minnesota Community Foundation, F.R. Bigelow Foundation, Mardag Foundation and 1,600 other affiliates across Minnesota.

CLUES Economic Advancement Services incorporates the employment and education departments, financial empowerment program, homeownership services, and the Learning Together program, under one holistic system of service delivery. Program Director Twin Cities Local Initiatives Support Corporation (TC LISC) See Bio Janayah Bagurusi is the program director for Twin Cities Local Initiatives Support Corporation (TC LISC). Twin Cities LISC is dedicated to helping community residents transform distressed neighborhoods into healthy and sustainable communities of choice and opportunity. LISC mobilizes corporate, government and philanthropic support to provide local community development organizations with: grants, loans and equity investments; technical and management assistance; and local, statewide and national policy support. In this position she is responsible for over $500,000 in yearly grants and relationship management for community development programs in connection with comprehensive neighborhood revitalization strategies and human capital development initiatives. She develops leadership and training sessions for the Careership Program - a community development apprenticeship program designed to support mid-career professionals transitioning into a new industry. She also coordinates and manages the Careership Alumni Network – providing ongoing professional development and social networking opportunities for 122 graduates of the mid-career apprenticeship program. She also manages the AmeriCorps Program including implementing quality recruitment, hiring and retention strategies for members. Previously Janayah was the program coordinator for the Amherst H. Wilder Foundation, where she coordinated employment and supportive housing services. She was also a youth intervention program counselor for the St. Paul Youth Service Bureau for three and a half years. Janayah received her personal and professional life coaching certification from the Alfred Adler Graduate School, and her masters in public/nonprofit management and leadership from the University of Minnesota- Twin Cities. She also has a BA in Social Work from the University of Saint Thomas. |

Dan Cain
President RS Eden See Bio Dan Cain is president of RS Eden, following the merger of Eden Programs and Reentry Services, Inc. Prior to that, he was the CEO of Eden Programs and Chair of the Chemical Dependency Counselor Licensing Advisory Council. He has 34 years experience in the Chemical Dependency field working as a counselor, counselor supervisor and administrator. He is past Chair of the Chemical Dependency Regulation Coalition and the Hennepin County Council of Chemical Dependency Programs. In 1987, Cain was asked to present at the White House Conference for a Drug Free America. In 2007, he was recognized with the prestigious Hazelden C.A.R.E. Award for continuous service to the recovery community. In addition to his many accomplishments in the field of substance abuse, he was recognized by the Corrections community as the 1991 Corrections Person of the Year and as the recipient of the Jack Young Award for Excellence in Community Corrections. In the corrections arena he served as Chair of both the Hennepin County Corrections Advisory Board and the Minnesota Sentencing Guidelines Commission. RS Eden, in addition to the aforementioned chemical dependency programs, operates correctional half-way houses, a drug testing lab, and electronic monitoring services, also provides supervision to work crews of offenders serving community service, trains people in food service, operates a coffee shop, develops affordable supportive housing, and provides support services and property management to its various housing projects. RS Eden currently owns or operates eight sober supportive housing communities, totaling 233 units for single adults, 39 units for unaccompanied youth and 67 units for families. It also has one project currently in development which will provide an additional 32 units for singles. In 1972, Mr. Cain was paroled from the Minnesota Department of Corrections. Prior to that time, he had been incarcerated as a three time felon. |

Francoise Carre
Research Director, Center for Social Policy University of Massachusetts Boston, McCormack Graduate School See Bio Françoise Carré is the Research Director for the Center for Social Policy at UMass Boston’s McCormack Graduate School of Policy Studies. She is an expert on labor economics and industrial relations, specializing in socio economic inequality, work transformation, and temporary work. Dr. Carré currently is conducting a study of alternative, community-based, job brokers funded by the C. S. Mott Foundation as well as an exploratory study of entry-level jobs in retail trade funded by the Russell Sage Foundation. Previous works at the Center include the National Study of Alternative Staffing Services, sponsored by the Ford Foundation. Publications include: "Looking for Leverage in a Fluid World: Innovative Responses to Temporary and Contract Work" with P. Joshi in F. Carré, M. A. Ferber, L. Golden, and S. Herzenberg, eds. Nonstandard Work: The Nature and Challenge of Changing Employment Arrangements (IRRA/Cornell University Press, 2000) and "Nonstandard Work Arrangements in France and the United States" in S. Houseman and M. Osawa, eds. Non-standard Work Arrangements in Japan, Europe, and the United States. (Upjohn Institute for Employment Research, 2003.) She previously served as research director at the Radcliffe Institute for Advanced Studies. She also is an Affiliated Fellow, Center for Women and Work, Rutgers, The State University of New Jersey, New Brunswick. Dr. Carré holds a B.A. from Wellesley College and received her Ph.D. from the Department of Urban Studies at the Massachusetts Institute of Technology. |

Connie Christenson
Northeast Minnesota Regional Administrator Minnesota Department of Employment and Economic Development (DEED) See Bio Connie J. Christenson is the first president of this statewide organization since its inception in the 1940's who both lives and works in Northeastern Minnesota. As the Northeast Regional Administrator for the Minnesota Department of Employment and Economic Development (DEED), Connie works out of the Workforce Center office in Virginia and serves as an active member of the Iron Range Economic Alliance (IREA). Prior to accepting her position with the State, Connie served for fourteen years as the Economic Development Representative for St. Louis County and was the Northeast Regional Coordinator for the UMD Center for Economic Development/Minnesota Technology Regional Office for seven years. Connie has certifications as an Economic Development Finance Professional through the National Development Council and as a Business Retention and Expansion Consultant through the University of Minnesota - Extension. She received both her undergraduate and master's degrees in business from the University of Minnesota, Duluth and is a graduate of both the Blandin/IRRRB Quad Cities Leadership Program and the Blandin Community Advantage Leadership Program. Throughout her career, Connie has been actively involved in statewide economic development and supports the profession through her memberships in EDAM and the Minnesota Association of Professional Economic Developers. Connie has been a key participant in the region through the Iron Range Economic Alliance and has served on numerous non-profit boards across Northeast Minnesota's Arrowhead Region. She currently serves on two regional economic development authorities. Connie has been a member of EDAM since 1997 and is an active member of both the Membership and Legislative Committees. One of her successful efforts on the legislative committee was the partnership with the IREA that resulted in the amendment of the Business Subsidy Law. Connie is an advocate for economic development as a vital partner in the economic health of the state and is supportive of opportunities for stability and growth through pragmatic policies and best practice programs. She believes the partnerships between EDAM and the IREA are the vehicles to bring forward new initiatives and provide its members the education and networking opportunities to enhance the profession. |

See Bio Deb Colling is co-founder and executive director of Professional Learning Alternatives, Inc, which is a nonprofit organization that provides practical and useful learning opportunities and expert training, to function as a resource and support system, and to advocate for and empower the child care professional in Minnesota and the families they serve. Prior to that she owned Columbus Child Care and was active in the Licensed Child Care Providers of Anoka County (LCCPAC); she was also an elementary school teacher, legal office research assistant, corporate trainer, medical and construction office manager, and assistant executive hotel housekeeper. Steve Cramer
Executive Director Project for Pride in Living (PPL) See Bio Steve Cramer, President and Executive Director rejoined PPL in August 2003, after serving as director of the Hennepin County Department of Housing, Community Works & Transit, a post he assumed in February 2002. For the preceding three years he had served as executive director of the Minneapolis Community Development Agency. From 1994 through 1999, Cramer served as PPL’s director of housing and development, chief operating officer and finally president and executive director. He was elected to the Minneapolis City Council and served as a council member from 1984 to 1993. Mr. Cramer received his M.A. in Public Affairs from the Humphrey Institute of Public Affairs, University of Minnesota and his B.S. in Urban Planning from the University of Tulsa. He currently serves on the Minnesota Task Force to End Homelessness, the Minnesota Multi Housing Association Board of Directors, and chairs the Minneapolis Consortium of Community Developers and the Minnesota Ballpark Authority. He has served on the House Minnesota Advisory Committee, Fannie Mae National Housing Impact Advisory Committee, Catholic Charities Board of Directors, St. Joseph’s Home for Children Advisory Board, and as vice chair of the Metropolitan Airports Commission. |

Director, Government Relations Minnesota State Colleges & Universities See Bio Mary is the director of state and federal government relations for the Board of Trustees, Office of the Chancellor and the colleges and universities. She also directs the Federal agenda of the colleges and universities including higher education appropriations, laws and policy. She joined the Government Relations Staff in 2003 from the Office of the Chancellor Academic and Student Affairs Staff. Mary administered the Carl D. Perkins Federal Vocational Education Act for Minnesota since 1995 and worked at Range Technical College (Hibbing) for five years. She has been a University faculty member in Colorado, Wisconsin, and Missouri. Mary has a bachelor’s degree in home economics, a master’s degrees in home economics and textile design, a specialist degree (EdS) in counseling, and a PhD in Education Administration from Colorado State University. She is also a Bush Leadership Fellow at Harvard University. |

Kathleen Davis
Attorney Minneapolis Legal Aid Society See Bio Kathleen Davis is an attorney for the Minneapolis Legal Aid Society, where she works in the area of public benefits, including the Minnesota Family Investment Program (MFIP). The Minnesota Family Investment Program, or MFIP, is the state’s welfare reform program for low-income families with children. MFIP helps families move to work and focuses on helping families. It includes both cash and food assistance. When most families first apply for cash assistance, they will participate in the Diversionary Work Program, or DWP. This is a four month program that helps parents go immediately to work rather than receive welfare. Legal Aid advocates for traditionally “under-justiced” populations in civil cases in the state of Minnesota. |

Dawn Davis
Chief Operating Officer Emerge Community Development See Bio As Operating Executive with EMERGE, Mrs. Davis oversees and is responsible for the overall leadership of three divisions: EMERGE Workforce, EMERGE Villages, & EMERGE Ventures. These three divisions are host to a variety of programs ranging from permanent supportive housing to welfare-to-work initiatives. Dawn works with Directors to develop, implement, and evaluate operations strategies. In tandem with the Executive Director, Dawn is responsible for an operating budget of $5.8 million, in addition to the management of agency human resources, purchasing, and assets and facilities. Mrs. Davis directly supervises three division Directors and indirectly supervises 40 staff, 75+ temporary employees, volunteers and adjunct staff. Mrs. Davis also ensures that these programs are consistent with the mission of the agency and on behalf of community-wide initiatives. Dawn has been employed with Pillsbury United Communities (a strategic partner of EMERGE) for over fourteen years and has become an emerging leader in the realm of community-based employment, training, social enterprise, and supportive housing services. Her previous positions within the agency include Director of Operations of Emerge Staffing (formerly New U Temps), a temporary staffing agency of Pillsbury United Communities - EMERGE; Associate Director of Employment & Training programs; and Division Director of Pillsbury United Communities’ - Community Employment Strategies unit. A resident of North Minneapolis, she is also a graduate of Business Management at Northwestern College in St. Paul, MN. In 2007, Dawn was named an Honoree in the Minneapolis/St. Paul Business Journal’s “40 Under Forty” Award. Dawn has previously served two terms on the Hennepin County Workforce Investment Board (WIB), served as board member with Fremont Community Health Services (FCHS), and is currently serving a second term as a Commissioner for the Minneapolis Public Housing Authority (MPHA). |

Director, Workforce Development Minnesota Department of Employment and Economic Development (DEED) See Bio Bonnie Elsey is the director of workforce development for the Minnesota Department of Employment and Economic Development (DEED), where she oversees a budget of $550 million. This Division works with local and statewide partners to provide training and support to unemployed and dislocated workers, and financial assistance for businesses seeking to upgrade the skills of their workforce. Additional services focus on people with disabilities and special groups. Many of the services are provided at WorkForce Centers located throughout the state. She was also named president-elect of the National Association of State Workforce Agencies (NASWA), based in Washington, D.C. During a career spanning more than 30 years, Elsey has managed numerous employment and training programs, and has served on work groups and committees at both the federal and state levels. She chairs the NASWA Employment and Training Committee and is a member of the U.S. Department of Labor Unemployment Insurance/Workforce Connectivity Work Group. Elsey has a Bachelor of Arts degree in psychology from the University of Minnesota and a Master of Science degree in rehabilitation counseling from St. Cloud State University. NASWA is an advocate for workforce issues in Congress and works with the U.S. Department of Labor to help state agencies provide employment and training services, unemployment insurance, veterans services and other vital workforce programs. |

He was born in Burma in 1972. Morrison graduated high school and attended college in Myaung Mya. After college, Morrison moved to the border of Thailand and Burma to work with media outlets covering the events on the Thai-Burmese border. In addition to working with media outlets, Morrison worked with various non-governmental organizations (NGO’s) in 2000 to evacuate refugees from the dangerous locations in Burma. Morrison also worked as a teacher on the Thai-Burmese border. Morrison and his family came to the United States in 2004 as refugees. After his arrival, Morrison worked as a social services provider and youth counselor at the Vietnamese Social Service office. Currently, Morrison is Program Manager, Employment and Social Services, at the Karen Organization of Minnesota (KOM). He lives in Saint Paul with his wife, three sons and one daughter. |

Jane specializes in the design of service delivery systems, program management and governmental relations. She is responsible for the operation of workforce development programs in four counties in the Twin Cities Metropolitan area that annually assist more than 11,000 at-risk youth, refugees, single parents, school dropouts, ex-offenders, dislocated workers, and others lacking adequate education, training and work experience. During Jane’s tenure, HIRED became a leader in the use of technology to link employers and job seekers at community based organizations. Director of Employment Services Emerge Community Development See Bio Paul Schulz is the Director of EMERGE Workforce, where he is responsible for developing and administering EMERGE’s workforce development programs, 18 FTE staff, and $1.5M in public/private funding. In addition to overseeing award-winning welfare-to-work, refugee employment, workforce reentry, and career services and financial education programming, Paul has been instrumental in spearheading several agency efforts, including the development of ex-offender programming, a new agency data management system, partnership-building efforts with local ABE providers, and establishing a new employment services site at Neighborhood House (at the Paul and Sheila Wellstone Center) in St. Paul, MN. Paul graduated from the University of Minnesota- Morris with a BA in Sociology/English minor, holds GCDF certification, and has taken master’s level coursework in non-profit management. Joe Sertich
President Setrich Consulting See Bio Dr. Joe Sertich's professional career includes serving as the founding president of the Northeast Minnesota Higher Education District from 1999 to 2008. The district consists of rural community colleges across northeast Minnesota with a combined enrollment of more than 8,000 learners and approximately 500 employees. Under President Sertich's leadership, the five-college district has developed a unique governance structure to preserve local autonomy, yet achieved economies of scale and non-duplication of service and program effort. He spent 18 years teaching at the K-12 and higher education levels and was awarded Teacher of the Year for Wisconsin middle schools. As the facilitator for the Regional Economic Development Group sponsored by the McKnight and Blandin foundations, Joe manages meetings and summarizes actions that lead to action agendas. He also facilitated a Leadership Council of the Applied Learning Institute consisting of 16 superintendents and five provosts. Their planning resulted in implementing a K-14 regional model of collaboration for the state of Minnesota. Joe has been committed to economic growth through community development. He has received the David A. Martin Entrepreneurial Leadership Labo Award, which recognizes an individual who has a history of leadership in the economic development network of northeast Minnesota. Joe chaired the national Rural Community College Alliance and the Northland Foundation board of directors. Joe was designated as Preident Emeritus of the Northeast Higher Education District by the MnSCU Board of Trustees in July, 2008. He has a B.S. in education, and a master's in educational administration from Bemidji State University. His Ed.D. degree is from The Leadership Academy of the University of Minnesota in educational policy and administration. Joe lives with his wife Nancy in Chisholm, Min., and has two grown children. Executive Director Center for Asian and Pacific Islanders (CAPI) See Bio Pham Thi Hoa is the executive director of the Center for Asian and Pacific Islanders (CAPI). CAPI is a community-based social justice organization and a direct implementer of anti-poverty programs to create jobs, housing, food, health education, youth and senior social services. Through these direct services CAPI promotes economic independence, self-advocacy, and determination of 3,000 African and Asian refugees and immigrants, annually. Pham has 20 years of experience of managing programs for refugees and immigrants, including overseas relief and development experience in Asia, Africa, and the Balkans. Prior to joining CAPI, Hoa was the Regional Director at the American Refugee Committee where she managed its microfinance and gender-based violence programs in Guinea, Liberia, and Sierra Leone. She also supported the ARC's work with Burmese refugees in Thailand and the Tsunami relief efforts in Sri Lanka. Previously, Hoa was managing relief and development country programs for refugees and displaced persons in Croatia, Bosnia, and Serbia for the International Rescue Committee, Thailand and Indonesia for Save the Children/US, and Vietnam for the Norwegian Refugee Council. Hoa holds a Master in Public Policy from Columbia University and a BA from the University of Minnesota with a concentration in journalism and international relations. She serves on the Board of Directors for the Minnesota Council for Nonprofits, MAP for Nonprofits, Center for Victims of Torture, and the MACC Alliance of Connected Communities. |

CEO Network for Better Futures See Bio Steve Thomas is the CEO for Network for Better Futures. The NetWork enrolled 224 high risk adults in 2008. Network for Better Futures is a nonprofit organization that reduces the economic and social costs of high-risk adults, primarily African American men, with histories of incarceration, substance abuse, mental illness, chronic unemployment, and homelessness. 124 or 55% of these men were still enrolled on December 31, 2008. All the men received a rent subsidy; they were working and paying child support, and every man secured health insurance. Preliminary data indicates that The Network’s approach appears to generate a positive return for the community and public safety. The men enrolled in The NetWork experienced lower return to prison rates, lower rearrest rates and lower rates of convictions for new crimes. |

He is a current or former board member of more than a dozen nonprofits including the national Social Enterprise Alliance and a variety of education, environmental, and arts organizations. He was chair of the Washington County Housing and Redevelopment Authority, founder of Friends of Scandia Parks and Trails, and a founder or counsel to several charter schools. Tom is on the adjunct faculty of the Opus College of Business at the University of St. Thomas where he has taught various courses relating to nonprofit management and finance. Chief Operating Officer 180 Degrees, Inc See Bio Sarah is the Chief Operating Officer at 180 Degrees, Inc. Sarah holds a BA in Political Science and African American Studies from Carleton College. Although on sabbatical, Sarah is a doctoral student in the department of political science at the University of Minnesota, Sarah brings extensive research experience to issues of politics, inequality, criminal justice reform and the role of philanthropic organizations in setting interest group agendas. Her current research hypothesizes that contrary to dominant views expressing the centrality of successful media campaigns to political agenda setting, unpopular or disenfranchised groups may benefit from an absence of media attention. This hypothesis has both practical and theoretical implications and challenges the basic tenants of pluralism in American politics. Her previous positions include Research Consultant at the Council on Crime and Justice, Director of Workforce Development at the Center for Court Innovation, Executive Director of the Youth Justice Funding Collaborative, and interim Research Director at the Council on Crime and Justice. Her awards and fellowships include but are not limited to: a Mellon Mays fellowship, a University of Minnesota DOVE fellowship, a Wingspread Fellowship, a fellowship from the Center for the Research of the Presidency and grants from the Mellon Foundation, the Sentencing Project and the University of Minnesota’s Graduate Research Partnership Program, and a HECUA Fellowship. She is also a past participant in the Blue Mountain Center’s “Prison Issues” residency. In addition to her research, Sarah serves as a Co-Chair for the Ramsey County "Juvenile Detention Alternative to Incarceration - Disproportionate Minority Contact" (JDAI-DMC) initiative's DMC Committee. The JDAI-DMC initiative's primary goal is to reduce the overreliance of incarceration for juvenile offenders and to reduce racial disparity in rates of incarceration. Sarah also serves as a board member of Rebuild Resources, the Kids Change Initiative, the William Mitchell Reentry Clinic Advisory Board (www.thereentryclinic.org), the Ramsey County Community Corrections Advisory Board, the St. Paul African American Leadership Council, The Youth Intervention Program Association, the Prison Policy Initiative (www.prisonpolicy.org) and is a member of the Minnesota Supreme Courts Racial Fairness Committee. Executive Director Emerge Community Development See Bio Mike Wynne is the Executive Director for EMERGE Community Development, a Strategic Partner Pillsbury United Communities (PUC) in Minneapolis, Minnesota. Prior to his role, Mike served as vice president, program and center director and line staff person for PUC since 1988, an agency he participated at from his days as a youth. In 2006, Mike launched several new initiatives including a public/private community economic development center in north Minneapolis that convenes private development partners, a community credit union, retail entrepreneurs and EMERGE Workforce programs; and the co-development of a $6.2 million 23-unit family supportive housing program that targets single homeless fathers and their families which opened in February 2007 in North Minneapolis with on-site services offered by EMERGE Villages. David Zander
Research Analyst/Legislative Liaison (retired) Council on Asian Pacific Minnesotans See Bio David Zander is a cultural anthropologist with the State Council on Asian Pacific Minnesotans. For the past fourteen years he has worked for the Council on legislative issues affecting the Asian Pacific population. His research has focused on the challenges faced by Southeast Asians such as Welfare Reform, Asian Juvenile Crime Prevention (Asian gangs, homeless runaway children), Casino Gambling Addiction, and Refugee Mental Health. David chaired the information and research committees for the Center for Cross-Cultural Health, and was a board member of the Tibetan American Foundation that arranged for the successful visit of the Dalai Lama to Minnesota. He also served on the steering committee for the Urban Coalition Immigration and Refugee Polic Coalition. David has helped co-sponsor several roundtables and workshops on issues affecting the Asian population such as care of the elderly, education and runaway youth. His work has led to legislative bills that specifically target needs of the Asian communities. He has helped leaders from the Asian community testify, brief legislators and learn how to have a voice in legislation. He makes frequent visits to meet with Asian communities throughout Minnesota. He helped educate communities on issues such as voter registration and Census 2000. He listens to and reports back from communities as diverse as Warroad, Mountain Lake, Worthington and Rochester. The has organized a conference on Asian Mental Health at St. Catherine’s College. His legislative advocacy with the Hmong Mental Health Network led to a new initiative with the Board of Social Work that addresses cultural and linguistic barriers Southeast Asians experienced with passing the licensing exam. He was for many years an instructor at Inver Hills Community College where he taught a course in anthropology both on campus and at sites off campus such as the Shakopee Women’s Correctional Facility. David is currently on the board of Adopsource, Asian Media Access, and the Nirvana Center. |

Executive Director Stearns-Benton Employment & Training Council See Bio Kathy Zavala is the executive director of Stearns-Benton Employment & Training Council (SBETC). The SBETC, a partner in the WorkForce Center in St. Cloud, provides services to employers and job seekers in Stearns and Benton Counties. SBETC provides job seekers with labor market information access to job seeking tools and resources, career counseling, assessments, career counseling and planning and, in some instances, financial assistance for training. Kathy is a member and operations committee chair elect of the Minnesota Workforce Council Association, board member of the St. Cloud Area Economic Development Partnership, St. Cloud Technical & Community College Discovery Academy Advisory Board, and Benton County Economic Development Commission. |
