Humane Alliance fine-tuned a high volume spay neuter program with a sustainable business model based on program fees, and requiring less charitable fundraising than is typical. They have gained the support of funders to 'franchise' this model, mentoring a large number of 501c3's around the country to replicate their model, but without the apparent motive of self-gain. They have done this with passion, sincerity and great success. The result is programs to result in sterilized pets that might otherwise have contributed litters doomed to homeless or euthanasia. My belief, however, is that many communities need to more tightly target subsidized sterilizations to the populations who would not otherwise get veterinary care to make a real difference.

This organization has recently provided significant support for ASAP (Animal Shelter Alliance of Portland), as coalition of 10 animal welfare organizations in the greater Portland, Oregon, metro area of 2 million people. Their work and support of this coalition has helped lead to (so far) a 44% reduction in euthanasia in the last four years. Portland currently has an overall save rate of 77% - and euthanasia of 5 per 1000 human population in 2010 compared t 13 per thousand as a national average. They have been core supporters of a new spay neuter program for cats called Spay&Save, providing a $10 surgery for families on public assistance and feral cat caretakers. On their own OHS has a 97% save rate, finding homes for over 11K animals in 2010. They have a strong statewide cruelty investigation service, growing in their use of forensic medicine, and excellent track record in Legislative initiatives. Oregon has some of the strongest animal welfare laws in the country. Their medical facility (launched in 2007) is a one-of-a-kind partnership between OHS and the Oregon State University College of Veterinary Medicine. Students from OSU complete a two-week residency in shelter medicine at the center as part of their graduation requirement. They have extensive community outreach ranging from kids camps to a widely accessed community pet behavior hotline.

"Revolutionary" seems too dramatic, but it's an accurate description of the work Austin Pets Alive has done in Austin, Texas. The charity has led Austin, Texas's rapid rise as the safest metropolitan city in the United States for companion animals. Through high-volume adoptions, foster programming, veterinary programs, and community outreach, Austin Pets Alive--- an essentially non-entity in 2007---has become the most important, most successful, most inspiring, and most modeled animal-welfare non-profit in Texas. Austin's community animal shelter killed over 14,000 impounded animals in 2006. After 1.5 years of Austin Pets Alive's work in the community, that number dropped to less than 7,000 (and continues to drop). And other communities have noticed. Groups from both San Antonio, TX, Baton Rouge, LA, and Phoenix, AZ (among others) have traveled to Austin to learn from Austin Pets Alive. After just one year of implementing some of APA's strategies, Baton Rouge's community dropped its euthanization rate by 30%.

Austin Pets Alive (APA) is a local not for profit whose mission is to save animals from the city shelter. Because of their work, the City of Austin has reached and maintained a live outcome rate of 89% or better all year. Their model is an extraordinary example of grass roots efforts, and can be replicated across the country to serve other large metropolitan shelters in saving more animals lives.

Where do I start? The single largest impact is the ~8000 lives saved from certain death at the City's formerly kill shelter. There is not time or space to list the multiple impacts Austin Pets Alive makes on the community, but a few are the awareness they have brought to the issue of homeless animals in our city, the need for fosters to help the shelter from slipping back into being a kill facility, and the reminder to all citizens of the wonderful enhancement brought to our lives by bringing a homeless animal into our homes. APA has a phenomenal website, outstanding marketing, and a very strong presence overall in Austin. You see t-shirts and donation all over town, they are frequently on the news with events and animals featured for adoption. APA also has an amazing ability to attract and retain volunteers who are fiercely loyal to the group. The only areas for improvement I can see is improved fundraising. APA does a great job of fundraising and getting in-kind donations, but they could do even more with more money. This really isn't a weakness on APA's part, it is a testament to the drive and creativity of the group.

It has worked on disaster relief and planning and helped individuals and organizations as well as governments take more seriously their responsibilities towards animals. They are one of the larger organizations of this type and as such have a large impact on the animals. They also have a permanent commitment to animals who cannot be re-homed.

Best Friends has made great strides toward their goal of "No More Homeless Pets" and the no-kill philosophy for animal shelters in Utah. They've also had huge successes in closing down pet stores in California, exposing puppy mills, doing outreach across the nation and the world for those who want to help homeless animals, rehabilitating Michael Vick fighting dogs, and much more. They could have been listed as a multi-state organization, as well; but perhaps their greatest achievements have been in Utah.

The Helen Woodward Animal Center has a long history but it had become quite staid and ineffective until it hired new leadership about 10 years ago. It does many things well and is much more than a rescue and adoption facility but is almost a laboratory for the human-animal bond. However its greatest impact is its free program of three day seminars in shelter management that are available to shelter managers and senior personnel anywhere. The shelter industry needs greater business and management skills desperately and HWAC is one of the few providers of such training.

They trap feral and stray cats, sterilize them and return them to where they were trapped. They have altered over 50,000 cats since their beginning. They have an extensive number of volunteers who trap the cats, bring them in for surgery and then return them. This organization also provides low cost spay/neuter for low income people.
