As a stand-alone program, Holy Family in San Francisco is what all other preschool programs should be looking to as an example of what quality looks like. Holy Family launched a capital campaign after the 1989 earthquake and has completely rebuilt the school facilities. They serve some of the neediest children in the City with the best San Francisco has to offer.

They could consult with more fundraisers to help them increase the number of sliding scale payments they can offer to low-income families and to possibly help lower the tuition rates that presently exist. Their tuition rates are understandable, but with such a beautiful program, it is unfortunate that more lower income families cannot gain access to this type of child care program.

The High Risk Infant Interagency Council provides a variety of services through their well-educated, knowledgeable staff and volunteer program that I feel is extremely beneficial to the community.

Because of their seemingly widespread existence in at-risk communities, and with one family in particular, who started off as a client and then gained a full-time position within the agency, I have come to see that this agency is truly invested in nurturing their clients as well as their potential to become self-sufficient.

The most crucial area for improvement is in the board's ability to fundraise. It is difficult to fundraise given the location of the community, but I believe if there were the ability to outreach to new sources this might change. The other area is tied to the board's ability to fundraise. Due to the limitation of unrestricted funding, staff often participate in events hosted by the agency without compensation. While this is praise worthy it can become a point of contention for retaining staff and reducing staff overturn.
